WASHINGTON (AP) ? The United States issued an extraordinary global travel warning to Americans Friday about the threat of an al-Qaida attack and closed down 21 embassies and consulates across the Muslim world for the weekend.
The alert was the first of its kind since an announcement preceding the tenth anniversary of the 9/11 terrorist attacks. This one comes with the scars still fresh from last year's deadly Sept. 11 attack on a U.S. diplomatic post in Benghazi, Libya, and with the Obama administration and Congress determined to prevent any similar breach of an American Embassy or consulate.
"There is a significant threat stream and we're reacting to it," said Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff. He told ABC News in an interview to be aired Sunday that the threat was "more specific" than previous ones and the "intent is to attack Western, not just U.S. interests."
The State Department warning urged American travelers to take extra precautions overseas, citing potential dangers involved with public transportation systems and other prime sites for tourists and noting that previous terrorist attacks have centered on subway and rail networks as well as airplanes and boats. It suggested travelers sign up for State Department alerts and register with U.S. consulates in the countries they visit.
The statement said that al-Qaida or its allies might target either U.S. government or private American interests. The alert expires on Aug. 31.
The State Department said the potential for terrorism was particularly acute in the Middle East and North Africa, with a possible attack occurring on or coming from the Arabian Peninsula.
U.S. officials pointed specifically to Yemen, the home of al-Qaida's most dangerous offshoot and the network blamed for several notable terrorist plots on the United States, from the foiled Christmas Day 2009 effort to bomb an airliner over Detroit to the explosives-laden parcels intercepted the following year aboard cargo flights.
"Current information suggests that al-Qaida and affiliated organizations continue to plan terrorist attacks both in the region and beyond, and that they may focus efforts to conduct attacks in the period between now and the end of August," a department statement said.
The alert was posted a day after the U.S. announced it would shut many diplomatic facilities Sunday. Spokeswoman Marie Harf said the department acted out of an "abundance of caution" and that some missions may stay closed for longer than a day. Sunday is a business day in Muslim countries, and the diplomatic offices affected stretch from Mauritania in northwest Africa to Afghanistan.
"I don't know if I can say there was a specific threat," said Rep. Eliot Engel of New York, the House Foreign Affairs Committee's top Democrat, who was briefed on the State Department's decision. "There is concern over the potentiality of violence."
Although the warning coincided with "Al-Quds Day," the last Friday of the Islamic month of Ramadan when people in Iran and some Arab countries express their solidarity with the Palestinians and their opposition to Israel, U.S. officials played down any connection. They said the threat wasn't directed toward a specific American diplomatic facility.
The concern by American officials over the Yemen-based al-Qaida in the Arabian Peninsula is not new, given the terror branch's gains in territory and reach during Yemen's prolonged Arab Spring-related instability.
The group made significant territorial gains last year, capturing towns and cities in the south amid a power struggle in the capital that ended with the resignation of Yemen's longtime leader, Ali Abdullah Saleh. A U.S.-aided counteroffensive by the government has since pushed the militants back.
Yemen's current president, Abdo Rabby Mansour Hadi, met with U.S. President Barack Obama at the White House on Thursday, where both leaders cited strong counterterrorism cooperation. Earlier this week, Yemen's military reported a U.S. drone strike killed six alleged al-Qaida militants in the group's southern strongholds.
As recently as June, the group's commander, Qasim al-Rimi, released an Arabic-language video urging attacks on U.S. targets and praising the ethnic Chechen brothers accused of carrying out the Boston Marathon bombings. "Making these bombs has become in everyone's ... reach," he said, according to the English subtitles on the video, reposted by private U.S. intelligence firm the IntelCenter.
"The blinking red intelligence appears to be pointing toward an Al-Qaida in the Arabian Peninsula plot," said Seth Jones, counterterror expert at the Rand Corp., referring to the branch of al-Qaida known as AQAP.
Britain also took action Friday in Yemen, announcing it would close its embassy there on Sunday and Monday as a precaution.
Britain, which closely coordinates on intelligence matters with Washington, stopped short of releasing a similar region-wide alert but added that some embassy staff in Yemen had been withdrawn "due to security concerns." British embassies and consulates elsewhere in the Middle East were to remain open.
Rep. Ed Royce, R-Calif., the House Foreign Affairs Committee chairman, said the embassy threat was linked to al-Qaida and concerned the Middle East and Central Asia.
"In this instance, we can take a step to better protect our personnel and, out of an abundance of caution, we should," Royce said. He declined to say if the National Security Agency's much-debated surveillance program helped reveal the threat.
The New York Times reported Friday night that American officials said the U.S. had intercepted electronic communications among senior operatives of al-Qaida.
Rep. C.A. Dutch Ruppersberger of Maryland, the top Democrat on the House Intelligence panel, also supported the department's decision to go public with its concerns.
"The most important thing we have to do is protect American lives," he said, describing the threat as "not the regular chitchat" picked up from would-be militants on the Internet or elsewhere.
The State Department issued another warning a year ago about potential violence connected to the Sept. 11 anniversary. Dozens of American installations were besieged by protests over reports of an anti-Islam video made by an American resident, and in Benghazi, Libya, the U.S. ambassador and three other Americans were killed when militants assaulted a diplomatic post.
The administration no longer says Benghazi was related to the demonstrations. But the attack continues to be a flashpoint of contention with Republicans in Congress who say Obama, former Secretary of State Hillary Rodham Clinton and others in the government misled the country about the nature of the attack after failing to provide adequate diplomatic protection.

WASHINGTON (AP) ? As Iran's new president takes over, new U.S. penalties against the country appear a done deal.
In a letter to President Barack Obama, 76 senators are demanding tougher punishment on Iran's economy until the Islamic republic scales back its nuclear program. It also urges Obama to consider military options while keeping the door open to diplomacy.
The Senate letter, a copy of which was obtained Saturday by The Associated Press, comes just days after the House overwhelmingly passed new restrictions on Iran's oil sector and its mining and construction industries. Senators are expected to take up the same package in September.
"Until we see a significant slowdown of Iran's nuclear activities, we believe our nation must toughen sanctions and reinforce the credibility of our option to use military force at the same time as we fully explore a diplomatic solution to our dispute with Iran," says the letter, which will be delivered Monday.
The Obama administration is concerned Congress' effort could undercut Iran's relatively moderate President-elect Hasan Rouhani, who was formally endorsed by Iran's ayatollah on Saturday and takes the oath of office Sunday. Rouhani has pledged to follow a "path of moderation" and promised greater openness over Iran's nuclear program.
Obama wants to give Rouhani a chance to prove his seriousness.
The U.S. believes Iran has been working for years to develop nuclear weapons. Iran insists its program is for peaceful energy and research purposes.
Rouhani's victory signaled Iran's clear dissatisfaction, the senators said. But they noted that all final decisions on nuclear matters rest with Supreme Leader Ayatollah Ali Khamenei and said Iran must not be allowed to use any new nuclear negotiations with world powers to stall for time.
"Iran today continues its large-scale installation of advanced centrifuges," their letter said. "This will soon put it in the position to be able to rapidly produce weapons-grade uranium, bringing Tehran to the brink of a nuclear weapons capability."
"We need to understand quickly whether Tehran is at last ready to negotiate seriously," it added. "Iran needs to understand that the time for diplomacy is nearing its end."
Obama prefers diplomacy. He has given Iran until sometime next spring to prove to the world that its program is peaceful.
If Iran fails to do so, the stage may be set for military intervention from the U.S. or Israel, which sees Iranian nuclear weapons capacity as an existential threat and has warned of taking action according to its own timeline.

LOS ANGELES (AP) ? Less than a year after giving birth to her first child, Megan Fox is pregnant again.
A spokeswoman for the actress said Friday that Fox and her husband, Brian Austin Green, are expecting their second child together. Publicist Dominique Appel offered no other details.
Fox and Green welcomed a son, Noah, in September. Green also has a son named Kassius from a previous relationship with actress Vanessa Marcil.
Fox and Green were married in 2010. They began dating in 2004.
Fox was last seen on screen in Judd Apatow's 2012 comedy, "This Is 40." She is currently filming "Teenage Mutant Ninja Turtles."

Mayor Rob Ford lost his deputy mayor Thursday night but helped the provincial Progressive Conservatives gain a foothold in Toronto.

Doug Holyday won the Etobicoke-Lakeshore byelection Thursday beating out fellow Councillor Peter Milczyn. It's the lone Tory win among the five byelections.
Holyday's win over the Liberals comes with a helping hand from the mayor and his brother Councillor Doug Ford. Mayor Ford - who campaigned hard for Holyday - downplayed the role Ford Nation had in the win.
"The Fords aren't taking any credit for this whatsoever, we just helped out a friend and Doug (Holyday) did all the work," he said.
Ford was out pushing for Holyday right to the end on Thursday but he was confident he can still work with Premier Kathleen Wynne.
While he said the message from Thursday night's Tory win in Etobicoke is for Wynne to "get her act together", Ford thought he can still work with the Liberal government after the bitter byelection battle over the two Toronto ridings.
The summer byelections saw the Fords feud feverishly and publicly with the governing Liberals. In the final week, Mayor Ford campaigned openly for the PCs and compared the Liberals to bank robbers.
"(In) politics you lay everything on the table, after that it is over, you shake hands and get on with business," Ford said. "I sent a message to the hardworking people of this city and I think we did that."
Ford said he still "absolutely" wants Milczyn on his executive committee.
"He's a great guy," he said. "Unfortunately, he just chose the wrong party to run for."
With Holyday's exit, Mayor Ford will appoint Councillor Norm Kelly to take over as deputy mayor. That will likely open up a position on Ford's executive committee for another councillor to take over the chairmanship of the government management committee that Kelly currently chairs.
Council will have to decide whether to appoint someone to fill the empty council seat or hold a byelection. The mayor said he wants a byelection as soon as possible.
Standing on the stage with Holyday Thursday night, PC leader Tim Hudak heralded his newest MPP for cleaning up the mess at City Hall.
"Now he is going to clean up the mess at Queen's Park and put Ontario back on track," Hudak said.
Councillor Doug Ford said the mayor's administration proved Wynne's government can't push them around.
"We're there to work with them but we can't be bullied by Queen's Park and that's what they've been doing with us," he said. "Up to Ford Fest (in Scarborough last month) they were bullying us on subways, before that they took $150 million from the most vulnerable people in Toronto without a phone call.
"We want to work with them but we aren't going to bow down to them."

Waverly, Iowa ? A Wisconsin couple is donating $2 million to a northeast Iowa college to endow a faculty position in the school's religion and philosophy department.
The Waterloo-Cedar Falls Courier reports Mike and Marge McCoy, of Ellison Bay made the donation to Wartburg College in Waverly.
The college announced the donation Wednesday, saying it was the largest non-estate gift by an individual donor or couple that Wartburg has ever received.
The gift will fund the Mike and Marge McCoy Family Distinguished Chair in Lutheran Heritage and Mission.
Officials say the money will help the college deepen its roots in the Lutheran spiritual and intellectual tradition.
The McCoys are parents of two Wartburg graduates.
The college of about 1,750 students is affiliated with the Evangelical Lutheran Church in America.

NEW YORK (Reuters) - Duchess of Cambridge, Kate Middleton, made Vanity Fair's best dressed list for the fourth time since 2008, the magazine said on Wednesday, in an endorsement of her style choices leading up to the birth of her first child last week.
This year's list, which does not rank its chosen style setters, includes China's new first lady, Peng Liyuan, American actress Kerry Washington, singers Justin Timberlake and Beyonce, and Rolling Stone Keith Richards.
When asked to name his favourite icon, Richards told the magazine, "Why should I ... I am one!"
The magazine also praised Miami Heat basketball player LeBron James, New York Rangers hockey goalie Henrik Lundqvist and New England Patriots quarterback Tom Brady, whose wife, supermodel Gisele Bundchen, also made the list.
"The three athletes cite their style icons as "007 James Bond and Bruce Wayne; Frank Sinatra and Steve Jobs, respectively," Vanity Fair said in a statement.
Actress Charlize Theron and Brooke Shields were among the Hollywood notables on the list, along with former Spice Girl and fashion designer Victoria Beckham, Spain's Princess Letizia of Asturias and Sweden's Princess Madeleine, who wore a Valentino ivory silk organdy and Chantilly lace gown for her 2013 wedding in Stockholm.
The magazine also named Ronan Farrow to the list. The writer and human-rights lawyer who is the son of director Woody Allen and actress Mia Farrow, said his style icon was another writer.
"Mark Twain, who knew his way around a three-piece suit," he said.
